The Greenhouse Effect and Policies to Fight Climate Change

These changes may have various impacts, in particular on food production, economic development, and future human migrations. In this paper, we consider the possible role of different greenhouse gas emissions and other factors in future climate changes as well as the possible impact of such changes on development in various countries. We then consider different policies and measures that have been discussed at the international level to mitigate climate change. We also present the major outcomes of international negotiations, from the signature of the Convention on Climate Change in 1992 to the Bonn and Marrakech Agreements in 2001. Finally, we present practical modalities for implementing the Kyoto Protocol signed in 1997, and which could come into force in 2003.
