Banking regulation is generally presented as an historical accident. It could be explained by wars or economic crises. The overall history of state supervision of banks has been, to the contrary, a long-term process, from the 20th to the 21st century. But its terms and objectives have changed, as indicated by the shift from control to banking supervision. Ultimately, this evolution reflects the evolutions of globalization, a long-term process that dialectically contrasts the dynamics of the global market with the regulations of nation-states.
