Quality Control in the Field of Vocational Training: Between Rationalization and Regulation

The current reform of public action management in particular results in imposing the installation of quality management systems like condition in the transactions between suppliers of services (for example training centers) and the authorities. Related with this requirement, the attitude of the professionals concerned draws a table in black and white, between denunciation and resignation.In this context, the purpose of this article is to explore the social dynamics of regulation which develops during the introduction of a quality management system in the field of vocational training and also to question if and in which conditions it can lead to a dynamic regulation of the training activity. For that it refers at the same time to the notions drawn from the social regulation theory (Reynaud, Maroy) and to the data drawn from an action research carried out in a center of vocational training in the French part of Switzerland.
