Inter-organizational governance and decision-making within territorialized coordination systems: The case of MAIA

This study analyzes the influence of an inter-organizational governance model on the capacity of actors to decide and act. A case study was conducted within a non-hierarchical network, the MAIA. This research firstly enabled the studied governance model to be qualified. Secondly, the sources of the power of, and the power games between, the two health and social sector spheres of influence were identified. This analysis made it possible to evaluate their influence on the decision-making processes of the actors and to identify obstacles. Levers for action were highlighted that could help to implement new governance models for new coordination support systems (DAC).
