Over the last twenty years, the Belarusian system of higher education has not been safe from reforms. Even though the Belarusian president often refers to the Soviet model as an example to follow, the current system of higher education has come out of a mixture between the model inherited from the Soviet past and external, neoliberal influences. From the Soviet model, it has inherited a strong tendency toward the political and ideological recuperation of higher education in order to legitimate and consolidate the authoritarian political regime.
