Compensation for harms caused to the life, health and property of citizens by wild animals

Based on a summary of theoretical and empirical materials, the authors of this article prove that the issue of compensating for harms caused to the life, health and property of citizens by wild animals is very acute in Russia. As a result of the analysis, it is established that the state ownership of wild animals and the authorities for managing faunal resources in Russia are closely related. In this regard, it is reasonable to legislate a rule that the Russian Federation shall compensate for the harm caused to the life, health and property of citizens by wild animals. For this purpose, we suggest recognizing wild animals as a source of increased risk and re-creating the system of environmental funds that existed in Russia from 1991-2001.
