Actors’ strategies and prospective approach: Essay of formalization of power mechanisms within the Moroccan tourist sector

This study represents a comprehensive analysis of actor strategy within Moroccan tourism sector. An empirical study conducted with stakeholders following the Mactor approach (Method Actors, Goals, Balance of Power) to analyze the structure of influences between actors and to define the position of each towards targets and interests. The results show a participatory management patented by the Department and representation of professional sector, but also a huge need for transparency, organizational power and dynamism to have a positive impact on the performance of the tourism sector. We completed this work with specific scenarios proposed as development prospects of the Moroccan tourism sector. A comprehensive matrix drawn showing a strategy of each actor depending scenario development.
