It is difficult to ascertain the extent to which the Committee’s conclusions were followed up, despite its sustained efforts to report on proposals implemented during the period in question. Some suggestions were taken up long after they were made, so it is difficult to reach a definitive assessment. However, the Committee made considerable efforts, given that its aim was to help raise civil servants’awareness, slowly and from the inside, primarily by identifying identical problems within different government departments. The Committee had to forge a role for itself alongside the many other reform bodies, especially the Court of Auditors (Cour des Comptes). It was unique in that it managed to incorporate itself within the established operational processes and often pioneered types of analysis that were not conducted elsewhere.
