A consequence of the stakes surrounding the satellite project and the renewal of public television’s place and purpose, La Sept was created in 1986. La Sept was a French broadcasting company whose mission was to prepare a future European cultural channel. The broadcasting problem was the main issue faced by La Sept in the fulfilment of its European ambition. Backed by a firm political will, it was soon destined to become a component of a French and German entity. French and German cooperation, which led to the creation of ARTE, made real negotiations on the question of the creation of a European cultural channel possible.
