Human rights were not part of the original preoccupations of those who designed the Community. It was more a question of a fragmentary construction, for a long time exterior to the Community itself, until the adoption of a common declaration on fundamental rights in 1977 then in 1983. But the debate resurfaced in the mid-1980s, and more so in the 1990s when the promotion of human rights became a common foreign policy objective. Finally, after long debate, the Council of Europe gave a mandate to the new Agency of Fundamental Rights to gather together information on human rightsbreaches within the European Union. It was inaugurated in Vienna on March 1st 2007.
