New Perspectives for City-to-City Cooperation: The Euro-Latin American Alliance

This article focuses on a new model of horizontal cooperation, which is said to be “alliance-based,” conceived and implemented by the Euro-Latin American Alliance for Cooperation among Cities (AL-LAs). The main objective is to shed light on new directions for city-to-city cooperation.
