Marine areas in the Pacific caught between commoning and grabbing

Oceanic spaces are the last territorial frontier to be conquered, delimited, and administered. This “scramble for the sea” in the Pacific Ocean is fueled by economic (deep-sea mining and island development), conservationist (biodiversity conservation), and political (sovereignty) issues. The interplay between the multiplicity of actors involved at different scales and the plurality of the resources targeted is linked to heterogeneous timescapes, and generates processes situated on an axis which opposes grabbing and commoning, both conceptually and politically.
