This paper aims to recommend ways of strengthening the theoretical foundations of intelligence, with the ambition to support the emergence of a new culture that can allow general intelligence as well as security intelligence to be embedded within a single concept. Private and public, and security and economy cannot be combined unless the basics have been clarified and the essential role of exploitation highlighted in the subtitle above has been considered. This theoretical deepening aims to provide intelligence with the methodological tools necessary to its adaptation to networking and to the implementation of a collective intelligence. Once emancipated from the technological primacy forced by information technologies due to the lack of a sound theoretical basis, the proposed information system must be entirely based on the organization of a common memory. This could be designed from a model of acquiring knowledge that must unavoidably be studied and should look at the vast field of the cognitive sciences.
