This article provides a summary of studies on the evolution of HRM practices in institutions, in particular British hospitals. These hospitals highlight the existence of a pressure on governments to adopt dominant managerial standards in public institutions in accordance with the principles of New Public Management. However, if the decisions of leaders who adopt the “individualizing” model of HRM is noticeably homogeneous, this is not the case for actual practices. The neo-institutionalist theory of Paul DiMaggio and Walter Powell is discussed in relation to other currents such as contextualism, which recognizes the role of intra-organizational processes in production practices in connection with the internal and external environment.
