The decentralization of environmental protection policy goes hand in hand with territorial differentiation, which has become a public policy standard with the law of February 21, 2022. However, this can never be full and complete when environmental protection has no borders, as shown by the evolution of standards relating to energy sobriety, the management of Natura 2000 sites, the implementation of low-emission zones, or even environmental assessment.
