Après les hécatombes de la Première Guerre mondiale, le choix est fait de sanctuariser la défense du territoire dont l’aboutissement est la construction de la Ligne Maginot. À l’issue du désengagement d’Algérie, apparaît un nouveau concept incohérent : la Défense opérationnelle du territoire (DOT) dans l’hypothèse d’une invasion du territoire national… qui aurait signifié l’échec de notre stratégie de dissuasion !

Following the bloodbath of the First World War, high priority was accorded to defence of mainland France, a decision which led to the construction of the Maginot Line. A new and incoherent concept appeared after the withdrawal from Algeria—operational defence of the territory (Défense opérationnelle du territoire—DOT)—posited on an invasion of national territory, which would have meant that our deterrent strategy had failed.
