From Public Service Pooling to Delegation

As the French state pursues a policy of public institutions closure and dematerialisation of administrative procedures, it has also initiated a process of re-engagement in rural areas through “France services”, a label and a single window for public services launched in 2019. Based on observations and interviews conducted in 2021, this article addresses the specific forms of this recommitment by analysing the partnership between a local territorial authority and “Mutualité sociale agricole” (MSA). It reports the daily working conditions of MSA agents caught between the state’s promise to provide public service in a single place and the actual conditions of supporting online administrative procedures, often remote from their chore skills. This gap, linked to the agents’ personal trajectory, leads to more or less constrained affiliation with France services and to various ways of playing the digital inclusion game. This article reveals dynamics of professional deskilling, if not social downgrading.
