The vulnerability of digital vectors: E-government’s blind spot?

Over the last twenty years, the development of electronic administration, or e-government, has changed governments’ relationships with their citizens. This shift has affected both central and local governments. While the benefits of e-government are numerous, the issue of managing the digital risks it poses is of particular significance given the amount of personal data involved. The aim of our study is therefore to measure the real extent to which local officials have taken into account the need to secure e-government, as well as related questions, through the only field study carried out to date on the subject, involving more than 350 local authorities and Établissements publics de coopération intercommunale (EPCI), a type of combined local authority in France.
