Active ageing framework in Québec and the issues with the notion of ageing activation

Based on a literature review, this article discusses the historical development of the “Active Ageing” framework and its translation in the province of Quebec (Canada). Specifically, three types of ageing activation policies are identified and discussed: those relating to career extension and gradual exit measures, those for caring policies, and those for social participation. The discussion highlights the power relationships that emerge through the active ageing discourse and its corrolate, the concept of activity. The conclusion proposes a paradigm shift, from an ageing activation framework to a framework that better addresses the frailties associated with ageing.
