Extended producer responsibility for waste: Principles and governance

The linear economy is structured on: extraction, production, product use, and landfill. This model prevails although it is a threat to the preservation of natural resources. However, Waste Electrical and Electronic Equipment (WEEE) constitute “urban mines” that are rich in strategic metals. Public policies from the 1970s, based on regulatory constraints, have proved to be inefficient in instigating innovative and collective processes. This article looks at a PhD study exploring an alternative approach based on producer empowerment through a co-regulated framework between public and private actors. While responsibility is often linked to individualism, this work scrutinizes ideas of collective responsibility. Using the case of the WEEE sector, the thesis proposes principles of co-regulation. The research is based on the literature regarding the “commons,” in which the conditions of collective governance are discussed.
