L’essor des technologies numériques, d’Internet à l’intelligence artificielle, est porteur, pour la justice administrative, de nombreuses opportunités de progrès au service d’une efficacité, d’une rapidité et d’une qualité plus grandes du service rendu aux justiciables. À ces opportunités s’opposent néanmoins des risques et des inquiétudes qui ne doivent pas être sous-estimés. La dématérialisation des procédures a constitué une première transformation majeure des méthodes de travail des juridictions administratives. Les progrès de l’intelligence artificielle sont aujourd’hui à la racine de mutations profondes, mais ambivalentes, dont il faut apprendre à connaître les ressorts pour mieux en maîtriser les effets au risque, sinon, de compromettre les principes d’une justice indépendante, impartiale et humaine.

The surge in digital technology, ranging from the Internet to artificial intelligence, provides the administrative court system with several opportunities for progress in terms of the efficiency, rapidity and quality of the services delivered to litigants. Opposite these opportunities however are risks and worries that we should not underestimate. The dematerialization of proceedings is a first major change in the work methods of courts of administrative law. The advances made in artificial intelligence are causing deep but ambivalent changes, which must be better understood in order to control their effects. Otherwise, the principles of an independent, impartial and human justice will be endangered.
