Cet article rend compte d’une recherche sur la politique de la concurrence telle qu’elle a évolué au sein de la Commission européenne et des espaces gouvernementaux français et britannique. Des changements introduits entre 1997 et 2003 par la première ont certes accéléré une diffusion des normes, des algorithmes et des instruments « européens ». Néanmoins, les transferts institutionnels entre les trois espaces restent d’une portée limitée en raison d’importantes différences de traduction et d’appropriation. À partir d’une enquête en cours, deux hypothèses explicatives font l’objet de vérifications. La première concerne le rapport entre une politique de la concurrence dite « hiérarchique » et sa mise en œuvre effective. La deuxième concerne la place différenciée accordée à la doctrine économique de l’École de Chicago dans chacun des cas. Une dernière hypothèse, plus exploratoire, aborde le sens des transferts institutionnels observés en prêtant une attention particulière au degré d’engagement des acteurs nationaux dans le gouvernement de la concurrence à l’échelle européenne.

Institutional transfer and competition policiesThis article presents data from research on competition policy and how it has recently developed at the scale of the European Union (EU) and within the governments of France and the United Kingdom. EU scale changes introduced between 1997 and 2003 have certainly accelerated the spread of norms, thories of action and instruments that all appear to be “European”. However, the actual institutional transfers that have taken place between the three polities studies here have remained relatively low level due to important differences in translation and appropriation. Mobilizing research in progress, two explanatory hypotheses are tested. The first concerns the relationship between an EU competition policy reputed to be “hierarchical” and its actual implementation. The second concerns the differentiated role given to the doctrine associated with the Chicago School of economics in each case. A final more explanatory hypothesis is also introduced which examines the direction of the institutional transfers that have taken place. In so doing, particular attention is paid to the degree of engagement invested by national actors within the government of competition at the EU scale.
