RésuméLe renseignement n’a jamais été à l’honneur en France jusqu’à la création, en 2008, d’une nouvelle fonction stratégique dédiée, dans le cadre du Livre blanc. Dans un monde plus dangereux et plus difficile à comprendre que jamais, est-ce donc une rupture avec le passé ou une simple adaptation du dispositif existant ? La nouvelle organisation s’articule autour d’un Conseil national du renseignement, qui a pour secrétaire un coordinateur. En ce sens, c’est une rupture. Mais le panorama des services demeure, alors que leurs coopérations institutionnelle et opérationnelle s’intensifient : c’est là une adaptation. Le vrai défi réside en fait dans les moyens qui leur seront attribués, dans un contexte de diminution des effectifs de la fonction publique et de contraintes sur les budgets. La nouvelle fonction stratégique « Anticipation et Connaissance » continuera-t-elle, dans ces conditions, à bénéficier du soutien et de l’engagement des plus hautes autorités de l’État ?

Intelligence never held a place of honor in France, until the founding of a dedicated strategic function, in the framework of the 2008 French White Paper on defense and security. In a world that has never been so dangerous and hard to understand, is it a breaking off or a mere adaptation of the existing national intelligence machinery? The new system is tied up through the National Intelligence Council, with a National Coordinator as permanent secretary. In this way, there’s discontinuance. But the outfit of the national organization does not change, while the cooperation between agencies, both institutional and operational, is reinforced, which is rather an adaptation. The actual challenge is mainly focused on the assets and capabilities that they will gain, despite a shortage in public office, and budgetary constraints. In such conditions, will the new strategic function “Anticipation and Knowledge” still be supported and fostered by the French high ranking national authorities?
