Située au croisement des politiques nationales de l’éducation et de l’aménagement du territoire, cette étude caractérise à l’échelle départementale les typologies d’évolution des effectifs de l’enseignement primaire, du xixe siècle à nos jours, et révèle les transformations des maillages scolaires qui accompagnent ces changements. Elle montre comment le principe d’accessibilité à l’école a été traduit pour favoriser la généralisation de l’instruction, en posant à la fois le principe de la mutualisation (intercommunalité) et celui de la proximité (écoles de hameau), puis comment la traduction de ce besoin a évolué après la généralisation des transports scolaires.

‪At the meeting point between national education policy and local infrastructure development, this study examines, on the scale of the French départements, how student numbers in French primary schools have evolved from the nineteenth century up to the present day, revealing the corresponding changes in school catchment areas. It shows how the notion of accessibility was applied to foster the expansion of education, via the principles of both resource pooling (between different municipalities) and proximity (hamlet schools), and how the understanding of needs evolved after the generalization of school transport services.‪
