RésuméDe façon assez naturelle aujourd’hui s’est installée l’évidence d’une relation transitive entre décentralisation et développement local, comme si l’une engendrait l’autre. Il est pourtant utile de revenir sur la genèse d’une relation complexe entre deux notions qui, loin d’être originellement complémentaires, sont installées dans une tension qui leur est consubstantielle ; et aussi de partager la conviction que chaque situation exige sa propre grille de lecture. En d’autres termes, si comparaison est raison, là plus qu’ailleurs la greffe ne prend qu’en tenant compte de la réalité sociale qui l’accueille.

Today, there is broad acceptance of a transitive relation between decentralization and local development, as if one “naturally” engendered the other. However, much can be learned from returning to the genesis of the complex relation between these two notions, which, far from originally being complementary, coexist in a consubstantial tension inherent to each of them. It is also important to understand that each situation is to be read uniquely. Using a metaphor, the seed of local development will only grow if nourished by the appropriate social reality in which it is planted, whether or not decentralization is the context.
