While the General Commission aims at adjusting the anti Jewish politics of Vichy more uniformly and in accordance with the foundations of the anti-Semitism of the State – inflexibility about the exclusion of the Jews, except the most deserving old soldiers and their families – the services which were concerned had a more matter-of-fact and particular view of the problem, and enforce the law as their own interests and traditions command. As a result, this institutional confrontation favoured a tightening of the politics of exclusion ; the largest services even took steps going further than what had to be enforced.
