L’article traite des relations entre le niveau central (l’État et les administrations centrales) et le niveau local (communes et territoires) dans les prises de décision. Il tente de reposer autrement la question de la démocratie en réinterrogeant la fonction des lois et en tirant un bilan de trente ans de pratiques de la décentralisation. Comment faire en sorte que la démocratie puisse s’ancrer et se développer au travers de construction de communautés d’intérêts dans les territoires, d’une coconstruction du bien public et d’un apprentissage individuel et collectif du codéveloppement. Enfin, il décrit le dispositif de conduite de changement autour de dix concepts transformateurs.

Rethinking decentralisation and strengthening the participation and decision-making powers of citizens in the territoriesThe article discusses the relations between the central level (the State and central administrations) and the local level (municipalities and territories) in decision-making processes. It tries to reframe the question of democracy by re-questioning the functioning of laws and by taking stock of thirty years of practices of decentralisation. How can we ensure that democracy is anchored and developed through the construction of shared interests in the territories, the co-construction of the public good, and individual and collective learning about co-development ? Finally, it describes the process of managing change with reference to ten transformational concepts.
