The European Arrest Warrant, presented as a revolutionary instrument of judicial cooperation in criminal matters when it was created in 2002, in the end has not turned out as expected. Whereas it was hoped that it would be a model of cooperation of a new type, it’s archetypal function in the construction of cooperation within the European Union has not eventuated. Far from constituting a model, this surrender procedure has undergone changes at both national and supranational level. And yet the renewed version of the European Arrest Warrant does seem to be serving as a model beyond European cooperation, sometimes in unexpected areas.
