When an institution’s basic function isto train territorial public functionarieswithin territorial administrative structures,what importance can it accord to beinginvolved with management, organizationand human resources ? How should sucha function be organized ? A dedicated service in one place, a shared function withinregional boards of directors ? How wouldthe relations between the internal structureof the institution and the territorial administrative structures play out ? How wouldbe the place of such a project within aninstitution work out, with respect to moretraditional programs ?In working with territorial administrativestructures on the modernization of theirmanagement methods, the CNFPT’s firstreactions were individual and practicallyclandestine, then placed in the frameworkof an ad hoc service. Today, this functionis shared in the regional delegations andrequires a clear apportionment of roles.To the regional delegations go the rolesof formalizing territorial strategy andensuring operational functioning. To theheadquarters go the roles of support,direction and mutuality.The success of this project rests onits acceptance by several actors withinthe organization who know each otherand work together, sharing clearly established activities.
