Bypassing the Security Council’s blockages, preventing the referral to the ICC of the situation in Syria, the United Nations General Assembly created in December 2016 a completely new mechanism: the International, Impartial and Independent Mechanism, to facilitate investigations into the most serious violations of international law committed in the Syrian Arab Republic since March 2011, and to help bring to justice those responsible. The head of the Mechanism discusses the circumstances surrounding its creation and its place in the field of international criminal justice, against a backdrop of ongoing dialogue with States.
