The increase in general budget support (GBS) should contribute to restoring some sense to the national budgetary decision-making process, which was led off course by the proliferation of projects. The case of Burkina Faso shows that although real progress has been made toward this goal, this progress is running up against a number of obstacles, such as the lack of skills in the area of designing, monitoring, and evaluating policies. The link between strategies and results-based budgeting remains weak, largely due to budgetary dualism. The policy dialogue is mainly limited to the Ministry of Finance, which does always have the authority to effectively coordinate sectoral policies. However, the increase in budgetary assistance and the recent fusion of two ministries into a single ministry of Economy and Finance is bringing change to Burkina Faso.
