The emergence of the idea of special educational needs

This article presents the construction of the category of “special needs” education (besoin éducatif particulier, BEP) from a diachronic and transnational perspective, in order to understand the issues at stake today. Born in England out of a desire to reform special education, the idea of special needs then spread through international institutions, promoting efficiency as a management norm in education. Its introduction into the French context occurred through the field of disability. This category reveals the increasing role of medical, psychological and liberal norms in today’s education systems.
