Focusing on the movers and shakers in the international brokerage of state expertise, this article underlines some of the most concealed, yet most relevant features of this market in expertise, and in particular the dominant position occupied by cosmopolitan “heirs” who often hold both international capital and positions of authority in their own national space. This “International” of national establishments - which also proclaims itself an International of expertise - helps sustaining these symbolic import-export markets by calling upon imported expertise in the struggles taking place within each national field, and vice-versa. Thus, the struggles around the construction of the field of state power in the US have contributed to shape the main institutions of this new symbolic imperialism : the big philanthropic foundations but also elitist campuses and professional businesses such as law firms or multinational consulting companies. The competition between these private actors for the production and the mobilization of “policy knowledge” - for instance in the field of law or economics - contributes to the further internationalization of the Washington consensus. As a result, not only does it accelerate the universalization of a market for policy knowledge dominated by the US, but it also provides a powerful hegemonic mechanism as this market tends to become the center for the reproduction of the national elites of dominated countries as well.
