Small Producers in the Peruvian Export Model: Between Subordination and One’s Own Strategies

In Peru, the liberal politics of economic and land markets initiated by the Fujimori government in the 1990s generated many changes on the Peruvian piedmont coast, with the setting up of agro-industrial companies oriented towards exports. Analyzing agricultural production evolution in three oases (Motupe, Virà, and Ica) shows that although small-scale producers face competition for land and water resources, they can interlink with local agribusinesses to produce for new markets. In this context, the integration of some small producers in new sectors of production may stem from their own initiative or be triggered by firms. Most small-scale farms keep diversifying their cultures to ensure their family reproduction and to supply national urban markets. Case comparisons in different geographical situations show that small-scale farmers are able to contribute to the agro-exporting model of development recently established based on exogenous techniques without giving up their own strategies.
