Videoconferencing for Detainees, a Managerial Innovation in the Judicial Arena

Par : Contributeur(s) : Type de matériel : TexteTexteLangue : français Détails de publication : 2015. Sujet(s) : Ressources en ligne : Abrégé : This article deals with detainees’ videoconferenced hearings. In the French justice system, at the end of the 2000s, a public policy was adopted, requiring the use of videoconferencing in order to limit the transport of detainees. This article examines the process of managerialization that has transformed videoconferencing from an ICT tool to an object of quantified assessment and centralized evaluation. In the political literature, managerial and professional (legal, here) logics are frequently found opposed. By contrast, it is argued that the managerialization of videoconferencing is partly produced by the action of some judges. Therefore, the enrollment of videoconference in cutting-costs projects offers a lever for the mobilization of other legal professionals who resist videoconferencing, using legal instruments and judicial arenas.
