The Financing of Movies by French Television: An Econometric Analysis of Investments by TV Channels

This article studies how the French television channels fulfill their obligation to invest in the French film industry. Our econometric analysis yields three findings. First, we show that selective public support ( “Avance sur Recettes” mechanism) and television investments are complementary, as the “Avance sur Recettes” mainly helps low-budget films,whereas TV channels fund higher-end films. Second, there are only slight differences in the types of films funded by private and public channels. Third, the French-German station Arte funds high-quality films even though it has no obligation to do so. This result raises questions about actual compliance with certain channel regulations.
