In this interview, Didier Nobilé explains how territory entrepreneurship can be supported by local authorities and how the local authority can play a driving role in the constrained context of a region hit hard by the definitive closure of the steel industry in the 2010s. While the local authority plays a facilitating role – by creating a context that attracts investors, businesses and residents – it can also be led to create structures of its own, that energize the area. This entrepreneurship on the part of local authorities is a way of meeting needs not met by private enterprise, or even taking advantage of legislative constraints.
