New public service “entrepreneurs” bring into play new forms of negotiation or rather “social dialogue” and in a hesitant and uncertain manner are contributing to a remodelling of collective action in the fields of employment and training. These new forms of territorial regulation tend to “desectorise” public service action. This is not simply a question of integrating within one framework initial and continuing professional education and training but to encompass both professional insertion and employment conditions in the attempt to promote or at least sketch out a new salarial policy.
