How Successful Are Education and Training as Responses to Economic and Social Challenges in West European Cities? Brussels as a Test Case

Given that the labour market is unbalanced in terms of qualifications, and that the lower the education the higher the unemployment risk, public bodies have focused on training as a major axis of labour market integration policies. Yet increasing qualifications in a metropolitan area such as Brussels does not necessarily lead to an improvement in the labour market situation. Besides, at the intra-urban scale, rising levels of qualification of the population do not reduce socio-spatial inequalities of labour market integration. The persons from deprived neighbourhoods are subject at the same time to a more difficult access to qualifications and to a higher risk of unemployment for an equal level of diploma. Until now, training policies (reverse discrimination, vocational training) have not been able to reduce unemployment and its concentration in the most deprived areas of the city.
