Village against village. Conflicts around an integration village for vulnerable Romanian migrants

This article analyses a local conflict in a town of 5,000 people arising from the installation of an “integration village” for 80 vulnerable Romanian migrants between 2016 and 2018. To understand its sociological and political dimensions, the article first adopts the notion of the Not In My Backyard (nimby) syndrome, widely used in research since the 1980s. It then shows how this conflict spread beyond the boundaries of the town, by drawing in external actors: on one side, extreme right-wing groups pursuing a “culture war” against immigration, on the other, the diocese of Lyon pursuing a hospitality strategy. Finally, by comparing it with a similar but non-conflictual situation, the article raises the question of the weight and influence of each of the internal and external factors in the production of local settlement conflicts.
