In this paper we will try to analyze the “European Green Deal,” its features, and its abrupt emergence in order to understand why it was relevant in 2019 for the Commission to propose such an ambitious growth strategy. Then we will test its relevance in the context of the health and economic crises brought about by the pandemic, and we will conclude that the commitment shown by the Executive Vice-President Frans Timmermans has confirmed the hypothesis that the current challenges of fighting climate change and rethinking our growth strategy determined a new way of policymaking that promotes a green recovery instead of going back to “business as usual” models. Our focal point will then be urban planning; this is indeed the EU’s medium-term strategy, as its policy package focuses particularly on electricity, building renovation, the circular economy, and transport.
