The limits of New Public Management reforms

This article aims to explain how and why the organizations (national health and science agency and clusters) created by the Plan Cancer 2003-2007, and duplicated in the sector of French research as a whole since 2005, express a new regulatory intent. Drawing on sociological neo-institutionalism, we demonstrate that although they have all the characteristics of a New Public Management reform, their selection and development are largely contingent and polycentric, revealing a limited theorization of the relationship between the governing and the governed.
