Developing and reaffirming the boundaries of public action

Ressources en ligne : Abrégé : Since January 2016, as part of France’s poverty reduction plan, a system of Budgeting Advice Meetings ( Points conseil budget: PCB) have been set up in experimental fashion. Their objective is to improve the financial situation of households through budgetary advice and the use of banking mediation. This article is based on an in-depth survey of all stakeholders in this project. It traces the initiative’s origins and shows how the gradual institutionalisation of banking inclusion has shifted two distinct types of borders: those between the private and public sectors and those between the economic and the social poles of the State. More than a privatization of social policies, we argue that the PCB project has lead to a diffusion of an economist logic within social policies.
