Stains or culture? Graffiti and organizational creep from one policy sector to another

Within Parisian municipal policies, graffiti has been the subject of two modes of administration, one by actors in the cleaning sector and another by those engaged in cultural policies. Through combining a socio-historical study and more contemporary analysis of this two-sided public management, this article analyses the creeping of graffiti from one policy sector to another. Archives, interviews and observations have enabled this research to go beyond the apparent contradiction between graffiti removal policies and promotion of this activity, in order to understand how the multi-sectoral administration of the same public policy issue. This article shows how public and private actors have organized the extraction of certain graffiti from cleanliness policies in order to integrate them within Paris’s cultural policies.
