Stains or culture? Graffiti and organizational creep from one policy sector to another

Archives, interviews and observations have enabled this research to go beyond the apparent contradiction between graffiti removal policies and promotion of this activity, in order to understand how the multi-sectoral administration of the same public policy issue. This article shows how public and private actors have organized the extraction of certain graffiti from cleanliness policies in order to integrate them within Paris’s cultural policies.
