Local authorities as intermediate stakeholders in the territorialization of the energy transition: The case of the biogas process

While public policies call for the development of biogas plants on territories, the construction of industrial projects is facing difficulties. Besides the complexity of administrative procedures, the issue of social acceptability and associated land use conflicts is often brought into the debate. In this context, local authorities (especially municipalities and public institutions of inter-municipal cooperation) must make every effort to promote different types of proximities between stakeholders (geographical and organized). Using semi-structured interviews with stakeholders in biogas plant projects, we identified the main intermediation roles that local territories could play to promote the deployment of projects and their local anchoring.
