Our proposal aims to integrate the concept of territorial intermediation within territorial development dynamics and to define the notion’s main characteristics. Territorial intermediation is embodied by intermediary stakeholders and brought into being by specific systems and tools; it appears as modes and processes regulating behaviors and relationships between actors in the territorial system. This concept thus lifts the lid on the “black box” that is territorial development, allowing for a better understanding of organizational and decision-making mechanisms and behaviors.The article shows that there is a particularly pressing need for intermediation in the current context of globalization and successive crises—notably public policies and actions that aim at regulating the market and its flaws.Territorial intermediation therefore challenges the construction of territories and the uniqueness of places, as well as the capacity to facilitate the territorialization of grassroots projects.
