The “1% landscape and development,” a relational opportunity. The example of the A19 motorway in France

In the areas where the infrastructure is developed, this mechanism finances actions to enhance the landscape in order to promote local development. Tried out in 1989, this instrument was generalized in 1995 but is now in decline, supplanted by measures to promote biodiversity. At the national level, this article explains its institutional trajectory, put in perspective with the evolution of the relationship between landscape, development, and environmental measures. The article then analyzes the local implementation of this mechanism based on the case study of the A19 motorway in the Centre region in France. The instrument contributes to developing relations between local actors, and also between local actors, infrastructure, and landscape elements. The implementation of the instrument contributes to enhancing landscape elements that make sense to local actors around the infrastructure, and which contribute to linking political landscape and vernacular landscape.
