While the Phony War brought about the first setting-up of regulations and requisitions, the signing of the Armistice marked the start of a complex period for the French resin economy, in that it prompted a fruitful dialogue with both the Vichy government and the German authorities. In a context of severe shortages (primary goods, labour and the means of transport), the occupying forces benefited from the strength of the local forest fabric, since they were able to integrate into their war economy this natural resource drawn from the land. The organization in 1939 of the French UCR was of capital importance.
