The Baltic Entente, a northern “Little Entente” (1918-1940)? Small states, regional projects and French perceptions

From 1918 to 1940, lots of projects in order to build bridges between the eastern Baltic states haven’t been initiated successfully in spite of the keen interest in France for the treaty of September 1934 which consecrated the term of “pays Baltes”. The article aims to refocus the idea of the Baltic Entente on these small states who wanted to find their place in the new Europe and its rhetoric, and also a support from the powers. They were also intent on avoiding to dissolve into a regional space based on utopian homogeneity. The study of French perceptions shows the ambiguity of a great power divided between its desire to promote a concept useful to French ideas, the desire not to commit itself and the fact of managing to block the hegemony of any other great power.
