64
Describing, by putting oneself in the place of a “user,” the reality of certain institutional abuses, is sometimes the only means available to allow people to grasp that the absence of standards—applicable to all actors involved regardless of status or condition—makes it possible for those who hold a measure of power over others to impose an individual arbitrariness that is often much more violent than the application of the most rigorous collective norms.
